AI Chatbots Provide ‘Misleading and Partial’ Election Guidance, States Dutch Watchdog

AI assistants have been shown to be “inaccurate and evidently prejudiced” when providing election recommendations, the Dutch data protection authority (AP) has stated, raising alarms about a possible risk to democratic processes just over a week before the country’s general election.

Testing Reveals Repeated Partiality in Chatbot Recommendations

The quartet of AI assistants evaluated by the AP “often end up with the same two parties”, regardless of the voter’s inquiry or input, the watchdog noted in a report published ahead of the 29 October election.

In more than half of the cases, the chatbot suggested either the far-right Freedom party (PVV) of the politician Geert Wilders or the progressive GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.

Some parties, such as the moderate CDA, “are almost never mentioned”, despite the fact that the user’s input precisely aligns with the positions of these political entities, the report pointed out.

Authority Figure Cautions Against Using AI Chatbots for Election Advice

The deputy head of the data protection agency, Monique Verdier, commented that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a party that did not necessarily align with their ideological beliefs, she added.

“This immediately affects a fundamental pillar of democracy: the honesty of open and just votes,” said Verdier. “We therefore warn against employing AI assistants for voting advice, as their functioning is opaque and difficult to verify.”

Election Context and Party Dynamics

Netherlands citizens vote on October 29 in an election that will be keenly observed around Europe for the performance of the PVV.

The right-leaning group of Geert Wilders is leading the polls but the lead over the GroenLinks-PvdA and CDA appears to be narrowing, with many voters still undecided.

All major parties have ruled out an alliance with the Freedom party, implying the runner-up party is highly probable to supply the future head of government.

Unintentional Bias Linked to Chatbot Functioning

The authority emphasised that the bots were not deliberately biased, and that their “identified shortcomings” are a result of the way AI chatbots operate.
